The Welsh Young Liberals Chair leads the Welsh Young Liberals, the state branch of the Young Liberals in Wales. The Chair is the main representative of young people within the Welsh Liberal Democrats and the main representative for Wales within the Federal Young Liberals. The role also involves leading the Welsh Young Liberals Executive, chairing its meetings and supporting the other officers to deliver their responsibilities. Where there are vacancies on the Executive, you may sometimes need to cover parts of those roles temporarily.

Leadership & Strategy

• Setting the priorities for Welsh Young Liberals and working with the Executive to turn them into a practical programme of activity.

Membership & Recruitment

• Working with the Welsh Young Liberals Executive and local organisations to grow the organisation.

Campaigning

• Helping make Welsh Young Liberals an effective campaigning organisation.
• Supporting young Liberal candidates in Wales who want to stand for election.
• Coordinating opportunities for young members to take part in local, Senedd, General Election and other campaigns.
• Working with local parties, candidates and campaign teams to make sure young members have meaningful opportunities to contribute to campaigns and stand for election themselves. 

Committees

• Sitting as a full member of the Federal Young Liberals Executive and contributing to the overall governance and planning of Young Liberals.
• Sitting on the Welsh Board and bringing the perspective of young people to the body overseeing the Welsh Party.
• Where required, representing Welsh Young Liberals on other committees which are not covered by another WYL officer’s portfolio.

Depending on the availability of the wider Executive, this may include the YL Elections Committee, Welsh Conference Committee, Welsh Constitutional Affairs Committee and Welsh Membership Development Committee. Normally, other WYL Executive members should represent the organisation on committees connected to their own portfolios.

Working with Others

The role involves regular contact with:

Time Commitment

This is not a role with a fixed number of hours every week. As a broad estimate, the document suggests around 5–18 hours per week depending on the time of year.

• Early in the term: around 5–7 hours per week, including handover, agreeing priorities and building relationships.
• February–March: around 14–18 hours per week, including coordinating Welsh Young Liberals’ approach to Welsh Spring Conference and any policy submissions.
• August–October: around 15–18 hours per week, covering the period around YL Summer Conference, Welsh Autumn Conference and Freshers.
• Ongoing throughout the year: around 6–8 hours per week, including organising Executive meetings and attending Federal Young Liberals and Welsh Party committees. 

These are high-level estimates rather than a formal hours commitment. The actual workload will depend partly on how active WYL's branches and societies are and how much responsibility you delegate to the wider Executive.

Worth Knowing Before You Run

• You do not run local branches or societies. They remain locally led, while your role is to support them and help them succeed.

• There is considerable freedom to shape the role around what you believe Welsh Young Liberals needs and to set priorities accordingly. 

One thing I would flag before using this as the final version: the source appears to contain two template/copying errors. The page headers still say “Membership Development Officer”, and the August–October section repeats wording about “Welsh Spring conference” despite that row referring to Welsh Autumn Conference. I haven't carried either error into the main copy above.
